Lithuania’s Ministry of Finance has proposed a mandatory player card system to track every player’s deposits and winnings across all online and land-based gambling operators, with a full transition to cashless gambling by January 1, 2029. This initiative is described as the most comprehensive gambling legislation in Europe yet and is already facing pushback from the industry.
